A study on medical, ethical Guideline for optimal practice in ART (Assisted Reproductive Technology)

Abstract
Purpose : Although ART is the essential procedure for some infertile couples, unnecessary use or misuse can cause the rise of both medical costs and complications related to the ART. By establishing basic indications, medical and ethical guidelines of ART, these problems will be reduced and sound and transparent medical practices can be conducted by the physicians. The purposes of this study are to set up ART guidelines and to contribute to the safety of the patients and bioethics.

Methods : The data of ART performed in Korea in recent years along with the data from 2006 National Financial Support for the Infertile Couple was collected and analyzed. With the data about the current status of ART, laws/statutes and guidelines of other countries also were gathered and analyzed in establishing the ART guidelines that are suitable for our medical system.

Results : Many countries have already set up basic laws/statutes or used guidelines suggested by government or expert societies. In 2005, basic law on ART was enacted and has been effective in Korea, but diversity and speciality of medical practice made it difficult for the regulation to be valid in real practices. As a result, physicians have been performing ART at their disposal using the guidelines from medical experts or societies. After studying similar cases abroad and considering our culture and medical practices, we made basic clinical guidelines.

Conclusions : Although it is necessary to make regulations to secure the safety of the patients and ethical practice, excessive control may hinder progress in medicine and prevent people from enjoying healthy and happy life as well. It is thus desirable to limit the regulations as less as possible and for the practice to be self-regulated by
the medical expertise.
